Carrot seedling rain damage what to do?

I uncovered my carrot rows & was jubilant to find an abundance of sprouts. That same evening we had torrential downpour..I mean heavy rainfall. Today I found my sprouts all battered, covered in soil...many broken.
My question is:
should or can I replant my carrots in the same spot? Taking into consideration the risk of carrot fly I would like to know how I should go about this if I do need to replant in the same spot.
I can replant between the previous rows( the rows damaged/broken by rain).
any advice would be greatly appreciated
