bugs are ruining my garden

Hello fellow gardeners, maybe an expert can help me out a little.

I just moved to a new property this year, and i'm not familiar with all the new issues I'm having.

Something has ruined all my carrots and beets, and now it's working on my potatoes. Most of the damage is in one corner of the garden. Should i not plant anything there?

I thought eventually i would find the critters doing all the damage, but i still haven't found anything in the act. I have dug up a lot of cutworm cocoons, but i didn't think they caused that kind of damage. I also have a A LOT of earwigs, but i thought they didnt do much damage on a large scale.

I dont know if it matters but the red potatoes on the right are getting eaten much more than the yellow ones.
