upgrade soil after trees planted

Have several 4 year old apples, and a 7 yr cherry. None has bloomed or fruited. Not even sure if sweet or sour cherry.

None have done well (& I have not done much for them). Soil is red clay. Instead of digging them out and starting over, was planning to add a inch or so of good soil/mulch(below the graft), some proper irrigation, and a regular fertilizer & spray(when needed) program. The apples are good stock from an orchard/nursery (Century Farms). Cherry is about 10 feet & if sweet is missing a pollinator(waiting for leaves to appear to identify). Planning on adding another cherry (self-poll) to area.

Is this a reasonable plan for neglected fruit trees-they are in the only sunny space I have.
