Apple tree problem?

Hey, I have two apple trees in my back yard, one is an Anna apple tree, the other is a Golden Dorsett. One tree is doing well, but the other is doing very weak. With the weak tree, not too many leaves are present at one time, and the leaves die and wilt away, but then the tree miraculously seems to have a turn from the better... and then for the worse again. It's a cycle :/

Is there something I am probably doing wrong with these? I haven't seen ANY blooms yet, and my friend down the road has an apple tree the same age, it is is bigger and healthier looking than any of my apple trees.

What do low-chill apple varieties like, nutrition and water-wise?
