How to control height of fruit tree without heading cut

Hi all-

IÂve been trying to brush up on my apple tree pruning lately by reading and watching YouTube videos. One source said that you should never attempt to control the height of a fruit tree using a heading cut. My question is then How do you control the height of the tree? Yes, I know usually rootstocks do this but IÂm thinking about a situation where you already have an existing semi-dwarf central leader tree that wants to keep growing or, the cases of my soon-to-be-planted Asian Pear, or Illinois Everbearing Mulberry (which want to grow tall). Do others ignore this advice? Or bend/train the top of the tree to a right angle or something? Perhaps this is less of an issue with open-vase training due to the angle of the branches? What to do? Thanks,
