flagstone pathway

this is a DIY project for a flagstone path. currently i have gravel over what i think is a weed mat. i am thinking of changing it to a flagstone pathway. from the research i have done, the standard seems to be: landscape fabric+gravel+sand+flagstone...gravel or mud in between the gaps.

i dont want to use the fabric. the ground is already compacted because of the gravel. and i have come up with three options:

1. remove gravel and existing fabric. spread mulch. place flagstones over mulch. fill gaps with soil and groundcover plants.

2. remove gravel and existing fabric. place flagstones. fill gaps with soil and groundcover plants.

3. remove gravel and existing fabric. spread sand. place flagstones over sand. fill gaps with soil and groundcover plants.

are there any fundamental faux pas with this way of creating a flagstone pathway? all ideas appreciated!!
