what to do after clearing big weeds

We moved here (Western Washington) over a year ago and have 2.23 acres that we're working on bit by bit. One large, uneven space would make a lovely walk-through garden leading to part of our forest. It was left to the blackberries, bindweed, tansy, and various other invasives for years. We're digging up the large ones by hand right now.

My question is how to go about "preparing" the land after the major weeding but before creating a specific design and planting? There's still going to be more small weeds and grasses than we can even begin to pull and where we've dug, the ground is pretty gouged. There are some trees we are leaving.
