Seedings won't grow?

I normally plant tomato, petunia and marigold seeds every year for the last 30 years about March 15th to be ready for the garden May 30th in NE PA. Usually the plants are about 18 inches high at this time and I start to hardened off.

This year the seedling emerged and died quickly, most likely dampening off. I then planted a second batch, sterilized all containers, bought new sterilized seed starter mix, put in a small amount of Captan, used bottled water and no fertilizer. The seedlings emerged again, looked nice and then started to get dry brown leaf edges. Most plants are only 3 inches tall after 5 weeks of growing. The petunias are only 1/4 inch long, the other skinny cherry tomatos are 2-3 inches tall and just getting their true leaves. The marigolds are only 5-6 inches tall and look limp. Plants are in south facing windows with a lot of sun, I only bottom water when the soil is dry. Just like I have for the last 30 years.

I'm sad that I'm losing my favorite varieties and need to buy alternatives.
