Do I have to irrigate under IRT plastic mulch?

Thought I'd try IRT plastic mulch this year so I wouldn't have to weed so much. All the online info said it would trap the evaporating groundwater and stay nice and damp under there.

Well, guess what, it's been a week and it's still bone dry under the IRT. In fact, its so hot when the sun shines that I think it is killing the seeds I put through it.

So, do I have to run soaker hoses under IRT? Note, I did stretch the IRT over dry, fresh tilled soil. I just thought that enough groundwater would have risen by now to wet the soil to the top.
