Does This Conflict with Foliage-Pro N-P-K ratio?

Just was referred to a University of Florida paper where the authors claim in a growing environment applicable to Containers, that an N-P-K of 7-5-12 is best for early season, switching to a 10-5-15 formulation mid-season, then an N-P-K of 15-5-20 at maturity.

This seems to be at odds with the conventional wisdom here, of a 3:1:2 N-P-K ratio found in Foliage-Pro. What am I missing??
