sugar snap peas not thriving

On April 2 I sowed a double row of sugar snap peas on either side of a trellis. After approximately one month, the peas are no taller than six inches.

I used an inoculant before planting, and I've fertilized with Neptune's Harvest fish emulsion (high in phosphorus).

For some reason, I expected them to be much bigger by now. The weather here has been quite erratic varying from very hot to very cool.
