Why do the seed companies recommend planting seeds in cold weathe

My mom is in Z6 and decided she wanted to get a jump on things this year with her garden. Some of her cold thriving veggies seed packs said to "plant as soon as ground is workable."

Well, she planted in early March and has been watering but nothing ever came up. Yes, she gets some 50 and 60 degree days, but at night it has been in the 20's and 30's.

Do you think she will have to replant the seeds as they may have rotted by now? Or will they come up in warmer weather?
