First time container gardener needs advice!

Here's my situation. I am attempting to grow bell peppers and indeterminate tomatoes at my apartment. My problem is that my only outside space is a 4' x 6' balcony that faces east. Light is a major concern here. I probably get about 4 hours of direct sunlight tops. We have a larger storage space that connects to the balcony, and i was considering growing them inside there using a few shop lights, each of which have 2-40 watt bulbs. The storage space can get fresh air in there.

Am I crazy to think this can be done in this storage space with fluorescent lights, or will they grow better on the outside balcony with little light? If the storage space is ok, do i need to cross-pollinate the blossoms myself, in order to get fruit?

Also I need to ask about container size. I am planning to transplant my tomatoes to 5 gallon buckets and cages. Can I plant more than 1 plant per bucket?

What size of containers should I use for my bell peppers and how many plants can I safely put in each?
