coffee grounds on my tomatoes?

I have a tomato plant (cherry) who was doing great, now is struggling horribly, and in the past 3 days, looks moth-eaten, yellow and done for this world.

It is covered in what looks to be black coffee grounds or dirt that has gotten kicked up by the wind.

I first noticed it about 2 weeks ago. I had been out cleaning and shaking containers on a windy day, so thought it was just potting soil that had gotten whipped around. Squirted off the plant next watering, clean.

Now it's back.

The "stuff" does not move, it does not have legs, is not sticky... but something is stressing and eating that one plant.

Any ideas at all? The pictures I've seen online of flea beetles and aphids don't really resemble what I've got outside...
