Needing help with screening out the neighbors

Hello to all;

I purchased my home about 3 years ago and am in the process of doing alot of

yard/landscape work. When I purchased the home the drainage ditch had not been

maintained and was, well, not there. It had completely filled in with dirt and

debris. I had it re-dug. I also had the lot line on the east side of my property

cleaned of scrub trees and brush last year. The city has been hauling in dirt

to build up the area I had cleaned out since it now stands in water.

What I am wanting to do now is screen out the homes next to me since the owners

maintain their area around the ditch and like to throw trash and such in it.

As you can see in the following pics, there are mature oak, elm, and catalpa

(I think I spelled it right) trees still along the lot line. I am going to build

a 3 rail fence about 8' inside my lot line and would like to plant some sort

of a screen behind it. I have thought of Pampas grass and Ervergreen Trees.

What would be your all suggestions?

I am also planning on putting in a double 18" culvert so I can get to

both sides of my yard.

I am also going to finish lining the ditch with recycled concrete like in the

below pic and would like to know what to plant as a ground cover along the top

edge and at the road culvert also.
