Should I till? How to get rid of slugs??

With much advise from everyone on the site last year, I had my first successful year of vegetable gardening. Now, I'm getting very excited to get to work on getting my garden ready for planting this year. I used salt hay as mulch last year, and added an extra layer in November. Now I'm not sure if I should remove that layer, or just keep it as mulch for this season. I read a lot on the site about tilling vs. not tilling, and it seems most are in favor on not tilling. So, I have 2 questions, should I leave the salt hay and not till it into the soil, and how do I get rid of the slugs that seemed to have taken over towards the send of last season?? Are they thriving because of the mulch?? Should I rake up the salt hay and get new salt hay?? Any advice is much appreciated!
