Stooling hardwood trees to make a hedge

Am I in the right place? I'm thinking of using 'stooling' - cutting hardwoods off at the base - to make a thick hedge between our garden and the road, for privacy and as a pollution barrier. Right now, young birches and maples (diameter less than 6") as well as alders and sundry shrubs are growing there. I would lop the hardwoods off at ground level and hope the suckers fill in the space with dense growth.

Anybody ever tried this? Any ideas welcome.
