Serious vole problem - Bed question

I have struggled for years with voles and found the only way to protect any of my plants has been to wrap each plant in wire mesh when planting. However, I am in the process of preparing a new veggie garden (approx 20' x 20'). I was planning to make a raised bed and line the entire bottom and sides with the wire mesh, however that's going to be VERY expensive and VERY time consuming. Also, my DH insists that it would cost even more money to buy the compost and dirt to fill it in. I have a compost pile but not nearly enough to put a dent in it.

So, my second thought was to dig a trench around the edges and add a layer of wire around the edge, about 1' down. Then have a slightly raised bed of about 1'. So I would have protection with the wire about 2' deep. Does that make sense?

What does everyone else do to keep the critters out of the garden? I tried trapping but that doesn't prevent them. They breed so fast that I would catch 10 voles a week and still have constant problems.
