how to cover a fence and block view of neighbors with foliage

I am in the process of creating my own tropical paradise in my backyard. the pool is almost done and our landscaping is almost done. However, I am not sure if the landscaping is turning out the way we want. The trees and plants are beautiful, however we are interested in having more privacy and covering our fence with foliage, as well as blocking the view of the neighboring buildings. I realize that a lot of what we planted will fill in over time and achieve what we are wanting, however there will still be areas where you can see the fence and the houses/buildings behind the fence. For example, behind the fishtail palms and christmas palms (the trunks wont cover much). Is there something that we can attach to the fence or plant (such as a hedge) that will accomplish what we want? Space is tight, however, and I am not sure what would work. Please see the photo to see what I am talking about.
