Soil Test Results Help

Just got back test results from U of Delaware taken from a segment of my garden that didn't grow real well last year. The soil was taken from the top 3" as the deeper soil was frozen solid.

pH 7.4

P Index 304

K Index 114

Mg Index 256

Ca Index 385

The P, K, Mg, and Ca were all in the excessive range.

B 2.4

Mn 102

Zn 33.6

So4S 35.6

Organic Matter 10.8%

CEC 22.9

The beds are raised about 12' and were filled 5 years ago with 50% compost from the state leaf collections (leafgro)and 50% topsoil. I supplement every year with a product called Bumper Crop from Master Gardener that includes oyster shells, aged manure, etc.

Is the organic % ok?

Why are the first 4 values in excess? The K is higher than 3 years ago (was 262)but ht another values are improved.

Any thoughts? The rest of my garden grows well with similar results.
