What's eating all my N?

I have two 4x8 raised beds. One of them does great, producing lots of vegetables year round. The other one has grown nothing but stunted, tiny plants. I sent off a soil sample to Texas A&M and discovered that there is almost zero nitrogen in the soil. The test they ran came back with less than 1 ppm!

I have fertilized this bed on more than one occasion, adding organic compost, cottonseed meal, Osmocote and some liquid plant food on different occasions. What could be depleting all the nitrogen in the soil?
