Question to the experts

I have small vegetable garden about 1400 square feet. Last year plants still on the ground dry off course. I am preparing to dig it with the tiller. My question is should I clear the old dry plants or use the tiller to break it into the soil. I was thinking to mix it into the soil with the tiller but a neighbor is telling me it is a wrong idea because these old dry plants must have insect eggs. I thought that may be first I spray it with dormant oil spay. But this is not 100% guarantee I do that to my trees and still get insects. What you fellow gardeners do?
What is the safest way to do it.
