I have always just purchased the plants at the nursery, although I have seen ivy geranium seeds for sale, too. Never grown them from seed myself so can't comment on the series or the quality, although when I have sown regular geranium seeds in years past, was easy and had a good gemination rate. Try overwintering them next season (dormant state) if you do end up growing them. :0)

I've started ivy geraniums from seed. I started mine before the end of December and they germinated quickly. I found that they were a pain under the lights once they started to grow over the sides of the pots. They were forever falling off the shelf under the lights.They bloomed ok but I am sure they would have done better where the evenings and nights didnt cool down so much. I've done dahlias from seed for 3 years now.The smaller border dahlias like collarettes, extreme doubles and fireworks came true from seed. The cactus ones last year didnt..and like Sierra said they were ugly colours. The pompone ones were closer to coming true but mine had blown centers, but did bloom very well. I start mine about the middle of February and move the plants out to the greenhouse in March so it is ok for them to need extra room. I think actually pelargoniums can take a fair amount of water in hanging pots. I think the problem might lie in your transplanting them from one pot to a much bigger pot and combining overwatering with the increased amount of soil. You should never transplant any plant to a pot that is more than one size up--especially at a time when the plant is not growing well. Soon the sun will lose some of its intensity and the plant will need much less water. But your giving the increased volume of soil has made the plant drink more....and more and more. I think maybe if you put it back into the original pot, your plant will be much happier. Then next spring, after it has grown some, you can then think to up the pot size. Its in a growing phase then, so the increased volume of soil can feed something that's there. Do you keep your geraniums over winter in the window or do you overwinter by letting them go dormant in a cool, dry and dark environment willing to sit until the ides of March when they come out, are cut back, given warm spring sunshine and they will come back better than ever.

The brown ones in the center of the flower umbel appear to have aborted, but the ones that are still green look like they are forming seeds. Wait until they turn brown. You should find some seeds in there.
