This may seem like a dumb question...

but this is my first year with tulips and daffodils coming up...they are only out of the ground about 5 inches or so. Do I need to water them? It rains here every so often, we are not in a drought or anything. But do I need to water them in between? They look kind of droopy, but then again, we've had some REALLY cold weather lately. I just don't know what to do for them? Fertilize?
