Wallpaper and settlement cracks

I have a question for a professional wallpaper hanger.
We live in a home built in the 1950s. House was likely built on clay soil given the area of town. There are a number of normal settlement cracks, typical for the area and age of home. We can tape and mud these cracks but with temperature fluctuations (hot summers, bitter winters), over time they reappear. (Reappear but they never grow in width.)
We are wondering if we could cover walls with wallpaper and what would happen with the temperature changes. Would it tear or sag? Is there a better time of year to apply? Like in summer when house has expanded or winter when it contracts?
