Help! Lupines Dying

Last year I planted three white lupines and they did amazing. I was so happy when they started showing growth this spring- two of them were really taking off and one was doing fine, but not growing as quickly. I noticed recently that one of them is still thriving, but the one next to it is starting to die back and look parched. The third that was slower to grow has all but disappeared. I have no idea what has happened. I live in zone 8b in Western Washington and the weather is mild through June. I'm not in watering mode yet because it's not necessary here there time of year. I'm not sure what the issue is and why one is doing great and the others aren't. I've decided to water them to see if that helps, but I haven't seen a change. I'm attaching a pic of the two that are next to each other to show the difference. I would appreciate any advice on how to revive my lupines. Thank you!
