Help with new lawn

Hello all, I have taken the task or redoing a entire lawn in a new housing development. The yard was completely hard and FULL of gravel. So first priority of mine was to till and rake all of the rocks out. I have tilled and of course it rains everyday for a week after, I went back and the yard is back to as hard as could possibly be. No heavy equipment available really so by hand it is I guess. Anyway my question lies in what to do after rocks are removed. Given the quality of soil I was thinking a nice layer of topsoil. But it's about 4,000 square feetso that gets a bit pricey. Is there anything I can do to make the soil softer? Other measures to take in general?I don't think anything would grow in this soil it's absolutely solid.
