Composting issues

I'm looking for composting forums. I'm a suburban gardener. I started my compost bin in October of '22. Its 4x4x4 wood slats. I have been putting in browns, yard trimmings, shredded cardboard and paper, kitchen waste, chicken manure, cow manure. I aerate it once per week with a 3 inch auger. I add water when it appears dry. I put 250 red wiggler worms in there. My problem is the temperature on my compost thermometer at various spots around the middle of the pile is only about 60 degrees.
All the online gardeners say to maintain 110 to 140 degrees. Mine has never been higher than 60⁰.
Any thoughts. There seems to be minor decomposition happening.
