Adding insulation in walls?

I am sitting here freezing, despite a thermostat set at 72. My house just gets cold in the winter. I had new windows installed a few years ago, so they are not drafty. Probably twenty hears ago I had new insulation put in the attic. Its blown in cellulose.

Im sure it wouldnt hurt to get additional insulation in the attic. but the walls are freezing and I think thats why its cold in here. They are plaster.

Would you have some sort of energy assesment done first to pin down why its cold in here? I am thinking of having insulation blown into the walls if possible. The space inside my walls is narrow, so I hope thats a possibility.

Just wondering if anyone has had an energy assessment and what you learned from that. Also, who does energy assessments? I know my electric company does them, but who else?
