Is it safe to have Foam Board Insulation exposed in a room?

We just bought a 1973 house where the attached garage was converted to a large room (likely decades ago, the walls are that 1970/80's fake wood paneling) and the ceiling appears to be drywalled but we just realized it has had pink foam board insulation put over the ceiling drywall on the room interior and then painted to look like drywall. We're planning on converting this space into 2 bedrooms. Is it safe to leave the ceiling as is (drywall covered with painted foam board insulation) or is that a health hazard?
