Regrading Around Foundation

A whuke back I posted on here about adding a french or channel drain near my foundaition to divert some surface water to prevent minor basement seepage. The message on here was its best to regrade around the foundation using clay and not topsoil.


I've been searching all the landscape supply companies near me (Cleveland, Ohio) and I cannot find anyone who supplies clay; only topsoil.


So my question: I plan to move the landscape rock, use soil to regrade (1" per 4'), lay a heavy duty non-woven rubber tarp and then replace the rock. The idea is that the tarp will prevent any water from moving down near the foundation. Will this be ok to do, or will it fail miserably?
