sandy soil in garden bed

Hi , so I wanted to add more perennials in my yard so I dug out a grassy part to make it into a new garden bed. I got rid of the grass and some soil. And then I added 1:1 ratio of compost and top soil. I thought I did good until I transplanted my rose plant in it which is now dying.! So I bought a moisture meter and found out that once I water the plant the soil meter reads WET and then dry up to moist in a few hours/ so I’m assuming it’s too much drainage which is also not good for plants.
What can I do to amend a sandy soil?
