Lead paint on old clapboard siding

I have a home that is too old to know when it was built (some of it is possibly pre-1900.) Recently the paint has been peeling bad off some of the wood clapboards, and I hired a paint guy to paint them. He said there is lead in the paint and the wood, and he is correct about that -- tested it myself. So he refused to sand, and said he would only scrape the wood.


So he scraped it and primed it and it looks just awful. A total unsound splotchy mess, that is not going to last even if I didn't care how bad it looked. I can't just leave it like that.


So now I am considering having to replace all the clapboards, an unexpected cost that will probably be $20k. Is there a way to (reasonably) safely remove the paint? Heat gun, planer, anything? Do I find another painter? Or am I SOL? Your help is most appreciated!
