Best way to heat a frigid bathroom

evening

I live in a cold climate, and our owner bathroom gets frigid at night. It unfortunately has two outside walls plus a window, and we keep the bedroom cold at night. I get up a couple times to go to the bathroom and I'm often shivering. It of course also doesn't heat up enough later either, and we use a space heater for when we shower but that really only works if you remember to turn it on ahead of time. I've finally had it and would like a properly heated bathroom.

From what I've read on here, electric mats aren't meant to heat the bathroom, yet I'm not hearing that from local bathroom remodelers. I just got a recommendation for an in-wall heater as an alternative to in-floor heat, which sounds promising. I wouldn't want to do both (trying to save money).

Opinions from others who live in frigid areas? (for context, we get a good 2-3 weeks of below 0F; Z4 for gardeners)
