Are vented drip edges a good way to vent eaves and will snow get in?

I'm looking to replace 4 roof vents due to wind driven snow that was piling up in my eaves space and causing water damage. I have an older craftsman style bungalow w a ridge vent but no room for soffit vents. It was recommended to me to remove the roof vents and replace w a vented/perforated drip edge. I have heard that this type of vent can still have issues with snow and ice and may also impair gutter function due to the size of the drip edge. Any advice on using this type of drip edge and any designs/manufacturers that make ones that are good for wind driven snow environments?
