stunted plants under grow light

I'm not currently growing plants under a grow light, but I have before and when I did they ended up stunted. One of two things happened...


1.they grew to a certain stage then quit growing. I remedied this by giving them diluted fertilizer and although they grew they ended up stunted.


2.they ended up stunted


I'm just wondering why this happens; I know this generally happens because the plant is stressed out but there's various causes for that-overwatering, underwatering, too hot, too cold, not fertilizing enough and/or fertilizing too much. I also know that placing too many plants under a grow light can cause the above mentioned problems too. What do I do to avoid this?
