What is the average growth rate of a Bougainvillea?

Hi, I planted 3 Glabra and White Cascade variety 3 meter (9.8ft) apart from each other clinging on a metal fence few months ago and hope they could cover the fence within 2 years. Can this be realistic?

I’m seeing all kind of different answers on their "rapid growth". When they say that, do they mean 3ft, 6ft or more a year?

Also, I have never water it and let the rain do the job. I don't care about flowers for now and want more leaves instead so is it recommended to fertilize and water this plant?

A lot of places around me have them with full of blooms so i’m feeling optimistic that they would grow well in my property.

Thanks
