Window help! Help with frame and sill!

Our contractor is framing out windows. There is a sill and then a piece around to create a small profile.

The piece and frame with the small profile is only on 3 sides (top and sides).

On the bottom, there’s the sill. However, he added a less deep piece to fill the gap between the sill and the window. As the space varied between the multiple windows all using the same sill.

My thoughts and questions are -

Would you expect the same profile around all 4 sides? In other words, the piece open the bottom that is less deep should be made to match the same depth of the other sides? If yes or no, why do you recommend doing it that way?
