What's Chewing Plant Stems?

I have lost peppers, tomatoes, pole beans and now sugar snap peas. The plant stems are chewed about 6 inches off the ground so I don't think it's a cut worm. The tops aren't eaten. I also checked in the soil and haven't found any grubs. We did have some voles so I put down Vole Scram. Have sprayed with an animal repellant that kept deer away from my Mayflower viburnum. Not sure if the voles are still around since I no longer see the trails in the grass. Most of the damage has been inside my small high tunnel which has the sides rolled up now that it's hot. But today I see the sugar snaps have been decimated and a nearby tomato plant outside has been chewed thru.


I've never lost so many tomato and pepper plants before. I'm losing a second planting now.


I decided to plant new pepper plants in pots.


Does this type of chewing behavior identify the culprit so I can figure out how to combat it?
