Callicarpa cutting still not leafing out, is it dead?

I propagated 2 callicarpa dichotoma cuttings last year in which they grew very well to where their roots came out of the bottom of the pot. So I planted them in the ground in September but I don’t see any sign of life. One is completely pale but the other has green on its roots and the bottom of its stem. Does that mean it’s still alive?

Also why do plants grown from cuttings almost always never survive their first winter? 2/3 of my salvia cuttings died, and both my leucosceptrum cuttings died as well. Our winter this year had deep snow cover for most of the winter.
