No I would spend my money on landscaping. You have a beautiful front door and triple window that can't be seen because of the overgrown bushes. The bushes along the walk should be lower. If the window trim can be painted you might consider painting the trim a grayed green (very light)

No shutters. An new landscaping plan will give you a dramatic change. Choosing plants that will not outgrow the space (a big part of the current problem) and give you seasonal interest is important.

I agree that the landscaping needs a refresh. Remove what looks like Alberta Spruce from the entry as well. I would paint the door and sidelights the same color as the trim rather than black.

I think shutters, that are properly sized, would look good on most of the windows.

Color! While you're waiting for a landscaping plan, be generous with splashy annuals: maybe a couple of big tubs, and some colorful highlights in the bed along the ell.

Not a pro, but I vote for shutters- that mock up looks very nice, indeed, and looks as though the house was built that way. Lovely home - enjoy it!
