Is this frost damage or chlorosis on my Nandina Firepower?

Hey guys,
I planted some NFs on our foundation last year and they have done OK. Some look fine, but I have one that is smaller than the rest and is starting to get yellow leaves. We had a hard frost last week, and I'm not sure if this is frost damage. We also have high soil PH, so it could be chlorosis. I didn't notice when the leaves started yellowing, which would have helped to rule out the frost/freeze damage.
