What happens to woody shrubs when you prune to base

Like when you remove a winter damaged cane down to base. Or you see new growth next to the -old - cane- , so you remove the Old cane flush to soil

I mean I see cut flush canes stubs at soil line 2 years later. Does/will new growth come out of this area if these cut to flush stubs eventually - I guess the word is eventually decompose ?

Regardless, once it's leafed out, it's pretty full as such so you don't notice it as much.

Just trying to get clarity on old stubs cut flush to soil and -eventual- decomposition if it does ?
