Grafted Roses - Removing Old Canes to Let New Vigor Grow

Some mumblings post spring pruning...

All my roses are grafted. All buried about 3 inches below grade.

Some of them are very clear. One or 3 main large stems. On one stem, I have like 3 main branching out of it. That one stem is -very thick-

On others, it's just individual stems coming out from the ground

On others, it's like 2 or 3 stems that about 4-5 inches apart and from there , each stem has some branching.

I asked this what seems like eon's ago, and the answer was that it's only a single bud on the graft point, so whatever stem you have, it's all arising from the single bud that was grafted on. It's not like there are multiple buds that was grafted on.

With that statement said, are we saying it's OKAY to remove any cane coming out of the ground .
