Vaccinated visiting w/ non-vaccinated?

The new CDC guidelines say that fully vaccinated people (+2 weeks) can visit w/ non-vaccinated people who are not in the high risk groups. My mother just got her 2nd shot, so she wants to do things with people again. She asked if she can get together with people who are non-vaccinated, in a high risk group, but refuse to get vaccinated. Is it more dangerous for them, or for her too?!

eta: this regards two individuals, A & B. A has definitely already had covid, and my mother was told that B was quarantined... then eventually told B had covid too. I'm hoping they'd have antibodies that would help in this situation.
