White paper

A white paper is a government publication setting forth the official position on any specific question. Such papers, by the very nature of the auspices under which they are issued, usually present the government as blameless. But that’s not why they are called white. That term results simply from the fact that such documents are traditionally issued in white binding. Governments also sometimes issue ‘white books,’ which are more detailed exposition of government, policies and procedures.
