Planting roses in shallow ground

I have a conundrum trying to plant roses. I created a new planting bed and starting digging 24 holes for bare root English roses. Unfortunately and to my suprise, there are granite boulders in my planting area and in some places I can only dig 6-8". To be clear these are not rocks, we are talking several tons boulders. Digging deeper is not an option without blasting the granite, which is not going to happen or jackhammering holes in the semi-decomposed granite which would create a situation where the water would pool like a bucket and it's a lot of work drilling and hammering a hole in the granite. I have hammered some of the granite and grown many plants with this method, but it is a huge amount of effort and I don't know if it will work for roses. Does anyone think that I can splay the roots out over say 6" deep and have some hopes of the roses growing?
