Radiant floor heating - want warm floors, cool room

We have installed radiant floor heating under tile for a basement remodel. It gets too hot so we open a window. Unfortunately it seems if the air is cool the floor won't stay at 80, which is where it feels comfortable. I would like to be able to cool the room but keep the floors a steady 80. In summer I would like to air condition the space with mini splits and keep the floor going. Is this possible?
