evergreen plants or dwarf shrubs for clay slope?

Help! We live in Atlanta (zone 7) and have a steep hill in our backyard. I'm looking for evergreen plants or dwarf shrubs to help prevent erosion (and to look nice!) We originally planted irises and foxglove, but as you can see the former is much to large and the latter have been naturalizing and get very messy. I love foxglove but they also can't take the hot sun.

So what to replace them with? A few other things to note:

  • Full sun, especially in the afternoons
  • Heavy clay that retains moisture
  • Slope is steeper than it looks! I need low maintenance plants as it's hard to get up that slope to prune.
  • LOTS OF DEER! They eat everything, including my azaleas, coneflower, butterfly bush, etc. Grrrr.

I've thought about scotch heather and lavender, but I don't think they'd like the soil. Other shrubs seem to get too big. Struggling with groundcovers as well.

I'd appreciate any/all suggestions - thank you!!
