I am have not had luck with getting horsetail to fill up my planters.

This past winter I cut the horsetail down below the dirt line. I fertilized the horsetail with fish fertilizer. They grew back, but not fuller or thicker or did it fill up the planter. My question: Is it best to buy multiple 1 gallon horsetail plants to fill up a 32X16 planter hoping it grow to fill the planter or three -3 gallon pots (like I purchased previously) and try to do something different to get them to spread and fill up the planter?
